CIDCO DPR Mumbai Metro Line 8 In a major boost to Mumbai’s rapidly evolving infrastructure, the City and Industrial Development Corporation (CIDCO) has submitted the Detailed Project Report (DPR) for the proposed Mumbai Metro Line 8 (CSMIA–DBPIA). The line, envisioned to connect Chhatrapati Shivaji Maharaj International Airport (CSMIA) in Mumbai with the proposed Navi Mumbai International Airport (NMIA), will be developed on a Public-Private Partnership (PPP) basis.
A Strategic Leap for Metro Connectivity ( CIDCO DPR Mumbai Metro Line 8 )
The Metro Line 8, also known as the CSMIA–NMIA Airport Express Line, is a critical corridor designed to enhance inter-airport connectivity between Mumbai’s western and Navi Mumbai’s eastern regions. Once operational, it will enable rapid and direct travel between both airports, transforming regional mobility and reducing travel time to just 30–35 minutes.
According to reports, the proposed alignment runs parallel to the upcoming Atal Setu (MTHL) corridor, linking Mandale Station on the Mumbai side to NMIA in Navi Mumbai. The corridor will also feature an Integrated ISBT Station at Mandale, ensuring multimodal connectivity through metro, bus, and road networks.
Integration with Major Metro Lines
The new airport express line will interconnect with several key metro corridors, including:
Metro Line 2B: Connecting D.N. Nagar to Mandale
Navi Mumbai Metro Line 1, 1A, and 2: Linking Belapur, Taloja, and NMIA
Metro Line 12: Kalyan–Taloja Corridor
This integrated design ensures seamless travel for both passengers and airport staff, enhancing accessibility between Mumbai’s commercial hubs, Navi Mumbai’s emerging business districts, and the two international airports.
PPP Model: Driving Modern Urban Mobility
CIDCO’s proposal to implement Metro Line 8 on a PPP model underlines the government’s commitment to accelerating infrastructure through private sector participation. The model is expected to attract major global infrastructure firms, boosting investment confidence in Maharashtra’s mobility ecosystem.
Industry experts believe this move aligns perfectly with the state’s broader vision of creating a multi-modal transport network connecting airports, seaports, data parks, and emerging smart cities across the Mumbai Metropolitan Region (MMR).
A Catalyst for Navi Mumbai’s Growth
The upcoming Navi Mumbai International Airport (NMIA) is set to become operational soon, positioning Navi Mumbai as the next commercial and residential growth hub. The proposed Metro Line 8 will not only enhance airport connectivity but also drive real estate demand around key nodes such as Ulwe, Dronagiri, CBD Belapur, and Pushpak Nagar.
With multiple metro lines, the Atal Setu bridge, and NMIA all converging, Navi Mumbai is emerging as India’s next global business gateway.

Conclusion: Mumbai’s Twin Airports, One Connected Future
The DPR submission by CIDCO marks a defining step in making dual-airport connectivity a reality for India’s financial capital. Once approved and implemented, Metro Line 8 will set new benchmarks for speed, convenience, and sustainability, bringing Mumbai and Navi Mumbai closer than ever before.
