In a major step towards improving urban air quality, the Navi Mumbai Municipal Corporation (NMMC) has launched an ambitious 18-month Air Pollution Eradication Programme, targeting rising pollution levels across the Mumbai Metropolitan Region. The initiative aims to tackle worsening PM10 and PM2.5 levels and eliminate the city’s growing “dust-bowl” problem through a combination of strict enforcement, technology, and large-scale ground operations.
A Data-Driven Fight Against Pollution
The programme is not just a routine clean-up drive but a full-scale engineering intervention designed to systematically reduce pollution levels. Authorities have identified that over 700 active construction sites and nearly 1,000 km of road network are major contributors to dust pollution in the region.
Rapid urbanisation, infrastructure development, and accumulated “legacy dust” have significantly worsened air quality, pushing it into the “poor” category in several areas.
‘Zero Exposed Soil’ Policy at the Core
A key highlight of the programme is the introduction of a “Zero Exposed Soil Policy”, aimed at eliminating loose dust from roads, open plots, and construction sites. Under this rule:
Open land must be covered with paving, turf, or gravel
Construction sites must follow strict dust-control norms
Violators may face penalties or work stoppage orders
This policy targets one of the biggest pollution sources—loose soil turning into airborne dust—which contributes significantly to particulate matter levels.
Technology Meets Enforcement
The programme combines advanced technology with strict monitoring systems to ensure effective implementation. Key measures include:
Helium balloon-based sensors to track pollution up to 500 metres and identify sources
Real-time monitoring systems across construction sites
A centralized Environmental Command and Control Centre for data tracking
On the ground, authorities have deployed:
14 vacuum sweepers
11 water jet trucks
A five-phase deep-clean cycle covering the entire road network
These measures aim to ensure continuous dust suppression and improved air quality.
Strict Accountability and Penalties
Unlike previous efforts, this programme emphasizes strict accountability and enforcement. Each ward will have dedicated supervisors, and officials will closely monitor compliance.
Authorities have also introduced new by-laws mandating:
Wheel-washing systems at construction sites
Dust-control compliance
Real-time emission monitoring
Non-compliance could result in penalties, project delays, or shutdowns, marking a shift from advisory measures to strict regulation.
