The tender for the project's first 30-km phase between Pagote and Chowk has reportedly been extended again, with bids now expected to open on October 1, 2026. The delay is linked primarily to incomplete land acquisition and pending environmental clearances.
A 130-Km Expressway Connecting Mumbai and Pune
The proposed greenfield expressway is planned as an extension of the Pune–Bengaluru Expressway towards Mumbai. The overall corridor is expected to cover approximately 130 km, connecting Atal Setu through Chowk and onward to Shivare near Pune.
The project has been divided into two major phases:
Phase 1: Pagote–Chowk — approximately 30 km
Phase 2: Chowk–Shivare — approximately 100 km
Once developed, the corridor is expected to provide another high-speed connection between Mumbai and Pune while improving access to emerging growth centres in the Mumbai Metropolitan Region.
Why Is the Project Being Delayed?
The biggest challenge is land acquisition.
Under NHAI requirements, around 90% of the required land needs to be acquired before construction can proceed, while environmental approvals also need to be in place. These conditions have not yet been fully met for the first package.
The tender process has already seen more than 15 extensions, highlighting the difficulty of moving the project from planning to execution.
Why This Expressway Matters for Navi Mumbai
The proposed corridor could become particularly important for Navi Mumbai and Raigad.
Its connection with Atal Setu would create a direct high-speed link between Pune and the wider Navi Mumbai region, potentially improving access to Navi Mumbai International Airport, Third Mumbai and emerging industrial and logistics zones.
This could eventually influence not only transportation but also real estate, warehousing, logistics, employment and commercial development along the corridor.
