Mumbai’s airport redevelopment has entered a crucial phase, with a continuing disagreement between the airport operator and airlines over shifting flight operations to Navi Mumbai International Airport (NMIA), Mumbai Airport Airlines Standoff Continues as Navi Mumbai Airport Shift Nears.

With Mumbai Airport’s Terminal 1 (T1) scheduled for phased closure and redevelopment, the proposed redistribution of flight operations has become an important issue for Mumbai’s aviation network.

Airlines Yet to Commit to Shifting Operations

Adani Airports CEO Arun Bansal has said the operator will proceed with the planned T1 demolition, while airlines will have the freedom to decide where they operate.

The airport operator had earlier proposed shifting around 30% of international flights from Mumbai’s Terminal 2 (T2) to Navi Mumbai from October. However, airlines have reportedly not yet committed to moving their existing international operations from T2.

Concerns around passenger demand and last-mile connectivity at Navi Mumbai are among the factors reportedly influencing airline decisions.

T1 Demolition to Begin in Phases

Mumbai International Airport Limited (MIAL) plans to begin the phased shutdown of T1 from January 2027. Around one-third of the terminal’s capacity is expected to go offline initially, with further reductions planned in subsequent phases.

The redevelopment is significant because T1 currently handles traffic equivalent to approximately 5 million passengers annually. This capacity will need to be accommodated elsewhere while reconstruction takes place.

According to Bansal, the redevelopment schedule cannot be delayed, meaning airlines will need to determine how they manage their operations as available capacity at Mumbai Airport changes.

The situation places Navi Mumbai International Airport at an important point in its growth journey.

As Mumbai Airport's capacity is affected by the T1 redevelopment, NMIA could potentially play a larger role in accommodating passenger traffic. However, the scale and speed of any transfer will depend on airline decisions, passenger demand and connectivity.

For Navi Mumbai, increased flight operations could further strengthen the region’s connectivity and support the broader development of areas surrounding the airport.

The immediate focus now remains on the proposed October traffic realignment and how much of the planned international-flight transfer to Navi Mumbai will actually take place before Mumbai Airport’s T1 capacity begins to reduce.
