Mumbai could soon witness a major transformation in pedestrian connectivity, with the Brihanmumbai Municipal Corporation (BMC) proposing a 3-km underground walkway beneath and around the Mahalaxmi Racecourse area. Estimated to cost ₹702.44 crore, the ambitious project aims to create a seamless connection between the Nehru Science Centre Metro station and the Haji Ali Coastal Road promenade.

A New Underground Link for Mumbai

The proposed walkway is planned as a pilot project under BMC's Transit-Oriented Development (TOD) initiative. Instead of forcing pedestrians to navigate busy roads and junctions above ground, the underground corridor would provide a dedicated route linking key public spaces, Metro connectivity and the Coastal Road promenade.

More Than Just a Pedestrian Walkway

The proposal goes beyond an underground passage. It is expected to include underground parking and indoor recreational spaces, creating a larger urban infrastructure network beneath the Mahalaxmi precinct. The BMC has proposed that the Mumbai Metro Rail Corporation Ltd (MMRCL) execute the project directly, with the proposal sent to the Standing Committee for approval.


The broader Mahalaxmi redevelopment vision is also significant. The BMC has taken over 120 acres out of the Racecourse's 211 acres for public use and plans to develop the land into a major public space featuring a Central Park, botanical garden, topiary garden and city forest. Proposals also include an indoor sports arena and convention hall beneath parts of the Racecourse.

Connecting Metro, Open Spaces and the Coastal Road

The underground route is planned to form a semi-circular connection around the Racecourse's periphery, improving access between the Metro network, the proposed public spaces and the Coastal Road. Future plans could also extend the underground connectivity towards Acharya Atre Chowk Metro station, further integrating the area with Mumbai's expanding transport network.
