In a major milestone for urban renewal in Mumbai, the Maharashtra government has handed over possession of a 118-acre land parcel in the Mukteshwar area of Malad-Malvani to the Slum Rehabilitation Authority (SRA) for the Dharavi Redevelopment Project (DRP). This strategic move marks a significant step forward in the city’s largest housing rehabilitation drive.

The land will be used to build rehabilitation housing for Dharavi residents who are not eligible for in-situ redevelopment within Dharavi itself — including those living on upper floors and people who settled in the area outside specific eligibility dates.

This allocation is a vital part of the broader Dharavi redevelopment framework, aimed at providing dignified, planned housing to families currently living in some of Asia’s most crowded conditions.


Project Execution: Government + Private Sector


The handover empowers Navbharat Mega Developers Private Limited (NMDPL) — a special purpose vehicle (SPV) jointly owned by the Maharashtra government and the Adani Group — to begin planning and construction of the rehabilitation housing.

While the land ownership remains with the SRA, development rights have been transferred to the SPV, enabling the project to proceed with private-sector efficiency under government oversight.


Strategic Highlights


📌The 118-acre land at Malad-Malvani is part of about 540 acres identified across the Mumbai Metropolitan Region for rehabilitation purposes. 📌 The total land value is estimated at around ₹540 crore, with ₹135 crore already paid by NMDPL as a premium for development rights. 📌 Out of the originally earmarked 140 acres at Mukteshwar, 118 acres have been transferred, while 22 acres are still under litigation.


Bigger Picture: Impact on Housing


This land transfer unlocks additional space for people who otherwise could not remain in Dharavi post-redevelopment. A portion of the land will also accommodate open market apartment construction, helping balance the financing of rehabilitation housing.
