The Mumbai Metropolitan Region (MMR) is preparing for a transformative urban expansion with the ambitious concept of “Third Mumbai”, a massive new city planned around the upcoming Navi Mumbai International Airport. According to infrastructure planners, the proposed development could eventually become larger and more advanced than present-day Mumbai, marking a new chapter in India’s urban planning.


The vision for Third Mumbai was highlighted by Vijay Singhal, Managing Director of CIDCO, who stated that the upcoming city will be “much bigger and better planned” than Mumbai. The project is part of a long-term strategy to manage population growth, improve infrastructure, and create a globally competitive economic hub in the region.

Often referred to as Karnala–Sai–Chirner (KSC) New Town, Third Mumbai is a proposed urban region spread across parts of Raigad district, covering areas near Uran, Panvel, and Pen. The development lies within the influence zone of major infrastructure projects such as the Mumbai Trans Harbour Link (Atal Setu) and the Navi Mumbai International Airport.


The project is expected to transform a vast area into a modern, planned city with residential, commercial, industrial, and recreational zones, reducing pressure on Mumbai and Navi Mumbai while creating a new economic centre.


A Mega Urban Project with Massive Investment


Initial infrastructure development for Third Mumbai is estimated at ₹25,000–₹30,000 crore, with several large projects already underway, including road development worth around ₹8,000 crore.


In the long run, the region could attract investment worth nearly ₹15 lakh crore, making it one of the largest urban development initiatives in India.


The city will include:

  • International corporate parks and business districts

  • Educational hubs and research institutions

  • Medi-cities with hospitals and medical colleges

  • Sports cities and entertainment infrastructure

  • MICE facilities (meetings, incentives, conferences and exhibitions)

  • Large residential townships and green urban spaces


Strong Connectivity and Infrastructure


Connectivity will be the backbone of the new city. Authorities are planning major infrastructure projects to link Third Mumbai with existing urban centres, including:


  • Metro lines connecting the Navi Mumbai International Airport with Mumbai’s existing metro network

  • The Thane–Navi Mumbai Airport Road

  • Integration with the Mumbai Trans Harbour Link (Atal Setu) for faster travel across the harbour

  • Future business corridors connecting the region to Pune and other growth centres.


Water supply for the region is also being planned through major projects involving Hetwane, Balganga, and Kondhane dams, ensuring long-term sustainability for the growing population.


A Future Global Business and Innovation Hub


Government planners envision Third Mumbai as a new economic powerhouse that will attract multinational companies, Global Capability Centres (GCCs), and technology-driven industries. The region may host innovation hubs focused on emerging technologies such as artificial intelligence and quantum computing, along with international universities and research centres.


Experts believe the project could become the next major business capital in India, offering a well-planned alternative to the dense urban environment of Mumbai.


A New Chapter in Mumbai’s Urban Evolution


From the original seven islands of Mumbai to the planned development of Navi Mumbai, the region has continuously expanded to accommodate growth. The upcoming Third Mumbai represents the next stage in this evolution—an integrated, future-ready city designed with modern infrastructure, sustainable planning, and global investment in mind.
